Apple doesn't allow Safari content blockers that use the latest API to have more than 50.000 rules enabled at the same time. We mitigate this restriction by continuously optimizing our filters, but the hard cap still exists. If you find yourself in a situation when you have exceeded the limit, either disable some of the less important filters, or find an alternative to the most 'fat' filters you have enabled.
If you see a missed ad (this happens, albeit rarely) or any other element you want to block, just bring up the action panel by tapping the 'Share' button and select the AdGuard action extension. You'll see an option to 'Block anything on this page'. Select and adjust the area you want to be blocked, and the appropriate rule will be added to the User filter — you can delete it from there later if you want.
Yes, you can, and in two different ways. First is to use the action extension, as it is described in the answer above, while being on the website you need to whitelist. And another is select the 'Whitelist' item in the AdGuard menu and add a website you need there.
